My virgin guide says Bid until 5pm then Speed Auction from 5pm-midnight.... so do you think these are the new times for the channel just peak hours?

It does seem like it. I just asked Mike Smith, and he said "Not sure ben, all i can tell you is i'm not booked for any days, and my shows start at 5pm 
" So I take it that it is permanent Also, he said he is only in for 4 days per week. This may be the case for other presenters, due to less spare shifts. - This is probably also why Lisa Brash said she wouldn't keep her slot on sundays.
