It can ruin the natural arch and create a low line that is not flattering. Removing a few wisps is fine but using a blade above can create course hair regrowth because the tip of the hair is removed and blunt one grows. Bleaching is better if you have a lot and prevents encouraging growth beyond the natural line that shaving would cause.
